Hill County's culvert policy and a new drive
Hill County's Driveway Culvert Setting Policy, passed January 1, 2025, covers all of the county's unincorporated land, the extraterritorial jurisdiction of its cities included. That puts drives just outside Abbott's limits under it and leaves drives inside the city to the City. Where new development is planned, the site needs a 911 address first.
County staff inspect the site and set the culvert's type, size and placement before anything goes in. The precinct representative then issues a Culvert Installation Permit with installation specifications, and the county will remove a culvert that doesn't follow them.
Drives onto a state highway
Hill County's state highways belong to TxDOT's Waco District. A new or altered drive onto a state highway takes its Form 1058 permit, applied for by the owner or someone the owner authorizes, and work on the right-of-way can't begin before the permit is fully executed and TxDOT has had 24 hours' notice.

Who installs the culvert under a new drive outside Abbott?
The property side. Hill County's policy says culverts must come from private sources, not the county, and the developer supplies the labor and the gravel, which has to be state grade base. The specifications still apply when owners install the culvert themselves.
Can the culvert under a driveway be concrete pipe?
Not in Hill County right-of-way. The 2025 policy says "No concrete or plastic culverts will be permitted." Concrete still shows up at the ends: every entrance, residential and commercial, must have concrete safety ends installed on each end of the culvert.
What does the City of Abbott require for a new drive?
We couldn't find out. The Texas Municipal League lists no City website, and no Abbott permit page, fee schedule or driveway rule came up in our research. That is no proof a permit isn't needed, so ask the City before the old drive comes out.
