Five counties, clay and limestone ground, and city permit rules

Most of the 30 towns are in McLennan County, as Waco is; the rest lie in Falls, Bosque, Coryell and Hill counties. The Texas State Historical Association describes McLennan County as cut from southwest to northeast by the Balcones Fault, with "shallow, stony soils" in the west and, in the east, "black, waxy soils made up of clay and sand loams". Falls County lies in the Blackland Prairie, and Bosque County's land is mostly shallow to deep, well-drained soil underlain by limestone.

Permit rules change at each city line. Woodway's and Lorena's permit lists both take in "All concrete work such as drives, sidewalks, porches, patios, etc." For new homes outside city limits, in places such as Willow Grove and China Spring, the county's rule reads: "McLennan County does not have inspection authority or responsibility and can not charge fees".
