Commercial concrete at the street: Waco permits
A building permit doesn't cover drive approaches, sidewalks or curbs. Waco's Engineering Department permits them separately, and only bonded concrete contractors can get one. Commercial approaches follow the City's ST-24A and ST-24B details, and the inspection fee on each is $443.14 (schedule effective September 1, 2024).
Ramps and accessible routes
Curb ramps in the right-of-way must meet the U.S. Access Board's PROWAG guidelines, which cap the slope at 1:12 and call for a width of 5 feet or more and 5-by-5-foot landings. Stall layout and lot thickness are on our Waco parking lot page.

Permits before work
Under the City code, starting before the permit doubles the fee, and a sidewalk or driveway permit is cancelled if work hasn't started within 60 days.
Pour, strip and clean up
The same code wants forms and bracing off within 7 days of placing right-of-way concrete, and the work barricaded and lit from sundown to sunrise.

(254) 309-9254Commercial concrete pricing and City fees
No published Waco or Central Texas price for commercial slabs or lots was found, so each job is priced from its plans. The City's own fees are fixed, from the right-of-way permit to inspection by the cubic yard. Smaller concrete slabs and the rest of our Waco concrete work have their own price figures.

Commercial concrete questions
What is commercial grade concrete?
It depends on the job's specification. For unreinforced parking lots, ACI's specification sets 4,000 psi at 28 days; TxDOT's Class A, its general-use mix for curbs, sidewalks and driveways, has a minimum design strength of 3,000 psi.
How wide does a new sidewalk at a Waco business need to be?
At least eight feet in commercial districts with significant pedestrian traffic, under the City code. Along arterial streets the minimum is six feet, with a four-foot planting strip.
Does a new entrance onto a state highway in Waco need a TxDOT permit?
Yes. Any new or revised entrance onto a state highway takes TxDOT's Form 1058, the permit to build access driveway facilities on highway right of way, and the owner or someone acting for the owner applies. Work there can't begin until the fully signed permit arrives and TxDOT gets a day's notice.
