The soil rating, the city line and the steel
At Abbott's Census centre point, the NRCS soil survey of Hill County maps Austin silty clay. For a house on a concrete slab, NRCS rates that soil "Somewhat limited," with a score of 0.245, because of high shrink-swell; for a house without a basement the score rises to 0.633, still "Somewhat limited," for shrink-swell.
On expansive soil, post-tensioned slab-on-ground foundations must follow PTI DC 10.5 under the 2015 International Building Code, in the section the Post-Tensioning Institute quotes. Other slabs follow a rule of thumb: past 5 inches deep, add rebar or welded wire fabric, though plenty of slabs with a well-compacted base and correctly spaced joints do without.
Outside the city limits
A lot outside Abbott's limits answers to Hill County. Its $100.00 Development Permit doubles as the new-address and floodplain application, with residential construction and mobile homes among the uses it lists. The form adds a line, "Applicant shall furnish an Elevation Certificate within 10 business days of completing foundation construction," without saying whether that is for floodplain lots only. Inside the city, ask the City; we could not find its rules.
For the drive to the new slab, see Abbott driveways, and a settled slab may need lifting rather than replacing; all of our Abbott services are on one page.

Look up, then lay out
The soil rating and the city line are checked, then forms go up around the footprint.
Base, plastic and steel
Fill is compacted, a vapor retarder goes under interior floors, and rebar, mesh or tendons are set.
Pour, cure, stress
The slab is placed and cured, and any post-tensioning tendons are stressed once it is strong enough.

Nationally in 2026, most owners pay $6,000 to $42,000 to have a foundation poured, around $12,000 on average, and 40% to 60% of a foundation's cost goes to labor. Averages only; our price comes from the estimate.

Asked before an Abbott slab is poured
What does a "Somewhat limited" soil rating mean for a house slab?
In NRCS's standard wording, such a soil has "features that are moderately favorable for the specified use," and "the limitations can be overcome or minimized by special planning, design, or installation."
How long have post-tensioned slabs been used on clay?
Since at least 1980. The Post-Tensioning Institute writes of its guidelines for post-tensioned foundations on expansive soils that they "were ultimately adopted by the model building codes and have been used on millions of residential foundations since 1980."
Does an open carport slab need a vapor retarder?
Generally not: "Vapor retarders are generally not necessary for exterior slabs on grade," NRMCA says. Interior floors are different; there it wants one at least 10 mils thick.
