A thin overlay can do it. Butterfield Color rates its T1000 fine overlay for layers from 1/16 inch up to 3/16 inch at most, with a compressive strength of 5,860 psi at 21 days.

Why did a sealed slab turn white?
Whitening happens when moisture, as water vapor or solvent, gets trapped between sealer layers, the American Society of Concrete Contractors' guide says. Efflorescence under the sealer is another matter: the guide's lasting cure is to strip the sealer, then acid-wash lightly at 20 to 40 parts water per part muriatic acid, or apply an efflorescence remover.
