The county's rule for new homes

Since October 13, 2009, under an order revised on September 15, 2020, McLennan County has required new homes in its unincorporated areas to be built to the International Residential Code that applies in Waco, the county seat, as well as any improvement adding more than 50 percent to an existing home's square footage or value. The builder notifies the county of the location, the approximate completion date and the IRC version, obtains 3 inspections during different phases of construction, and sends the inspection notices both to the county and to whoever the home is being built for. Skipping those steps is a Class C misdemeanor.

The county itself has no inspection authority and no power to approve plans in advance, and the rule's penalties don't apply to an owner acting as their own contractor on a primary residence. For a shop, barn or garage slab, ask the County Engineer's Office whether the rule reaches it.

The International Residential Code (2021 edition) sets at least 3½ inches for concrete floors on ground and sends expansive soils to a separate section. See driveways in China Spring for the drive to a new garage, commercial concrete for a business slab, and one China Spring page for the rest.

How a house slab meets the rule

  1. Plan to the code

The slab is designed to the IRC version the county names, and the builder's notice goes in.

  2. Base, steel and inspections

Fill is compacted, forms and steel are set, and the required inspections are lined up for the right phases.

  3. Pour, cure and send the notices

The slab is placed and cured, and the inspection notices go to the county and the homeowner.

No. McLennan County's rule doesn't apply to manufactured or modular housing built off-site. The Census Bureau's 2020–2024 survey estimates count about 22 mobile homes in China Spring, a small-sample figure.

How thick should a slab be under an RV?

Large RVs can weigh 12,000 pounds or more; for those, one published guide says 5 or 6 inches may be needed in place of the 4-inch minimum for cars.

On Houston Black clay, often. The Soil Science Society of America's booklet on that soil says hydrated lime is often added to stabilize it and that foundations on it need steel reinforcement.
