What a finished slab has to stand up to
By the Census Bureau's 2020–2024 estimates, 377 of Riesel's 531 housing units, about 71%, are single-family detached houses, and 100, about 19%, are mobile homes. Under Texas law, a manufactured home's installation includes "the temporary or permanent construction of the foundation system", work the same law reserves for licensed installers, so for those homes we pour the concrete around them: a carport or shed slab, a drive, walks, steps or a patio.
The county soil survey rates Houston Black clay, the second-largest map unit in the McLennan County survey after Wilson clay loam, "Very limited" for dwellings on concrete slab because of its high shrink-swell. Which soil lies under a given Riesel lot isn't in our sources, so it's checked on site.
For a house on shrink-swell soil, the Post-Tensioning Institute calls a post-tensioned slab-on-ground "a cost-efficient, high-performance solution". For a rebar slab, the International Residential Code wants the steel supported somewhere from mid-depth to the upper third for the whole pour.

Plans and the City's order
Size, thickness and steel are set from the plans, and the job is lined up behind Riesel's utility, platting and permit steps.
Ground, base and steel
Soft ground is corrected, the base is packed down, and the steel, whether rebar, mesh or post-tension tendons, goes in at its set height.
Concrete, then tendons
The slab is placed, finished and cured; any tendons are stressed once the concrete has gained enough strength.

Slab questions before a Riesel build
What are the downsides of having a concrete slab foundation?
On expansive clay, movement. The county soil survey says such soils push on a foundation both up and sideways, enough to damage it, and so it calls for foundations engineered to the soil's properties. A post-tensioned slab adds a limit of its own: it shouldn't be cut or drilled casually later, because a cut tendon is very hard to repair.
What does Riesel need before a house slab can be poured?
The City's order runs utilities first, then any platting, then the Residential Building Permit Application, with required inspections scheduled as construction progresses. The published steps don't list each inspection, so ask the City which ones a foundation needs.
Which standard covers a post-tensioned slab on expansive soil?
PTI DC 10.5. The Post-Tensioning Institute quotes the 2015 International Building Code requiring it for post-tensioned slab-on-ground foundations on expansive soils, and its guidelines have been used on millions of homes since 1980.
