The county rule for a new home's slab

Newer houses make up a good share of Willow Grove: by the Census Bureau's 2020–2024 estimates, about 30% of its housing units date from 2000 or later, and about 86 from 2020 or later.

With no city government here, a new house answers to McLennan County's order, adopted October 13, 2009 and revised September 15, 2020. It covers new homes and "improvements to existing residential structures that increase the square footage or value by more than 50 percent", built to the International Residential Code used in the county seat, Waco. The county "does not have inspection authority", so the builder notifies it of the location, rough completion date and code version, must "Obtain 3 inspections during different phases of the construction", and sends notice of them to the county and to the person the home is for. Failing to obtain and submit the inspections is a Class C misdemeanor.

A drive to a new garage is on Willow Grove driveway work, a shop floor on commercial slabs, and the full local list has the rest.

Steel and normal cracking

No slab comes with a crack-free promise. The American Concrete Institute's slab-on-ground guide says "it is unrealistic to expect crack-free and curl-free floors", and steel "cannot prevent cracking", the National Ready Mixed Concrete Association adds, though placed correctly it "can reduce crack width".

From footprint to finished slab

  1. Plan and notify

The slab is designed for the ground, and for a new house the county gets its notice.

  2. Base, steel and inspections

Fill is compacted, steel is set, and the inspections the order calls for are booked.

  3. Pour and keep moist

For its first 3 days or more the new slab is kept moist, one of the National Ready Mixed Concrete Association's ways to hold cracking down.

Slab questions before you build

Does McLennan County's building order cover a manufactured home in Willow Grove?

No. The county's page says the law "does not apply to manufactured, or modular housing constructed off-site and transported to a site", so the order's code and inspection steps are for homes built on the lot.

Are post-tensioned slabs common on clay soil?

Widely. The Post-Tensioning Institute says its design guidelines for foundations on expansive soils "have been used on millions of residential foundations since 1980".

Can a concrete slab be poured in winter?

With protection, yes. The National Ready Mixed Concrete Association says fresh concrete freezes "if its temperature falls below about 25°F" and should be kept from freezing until it gains 500 psi, about two days. Over Waco's full record (1902–2024), the National Weather Service puts the average first freeze on November 21 and the last on March 11.
