A community nine miles west of downtown Waco
The Texas State Historical Association places Willow Grove nine miles west of downtown Waco, in west central McLennan County. A. W. Crawford and William "Buck" Manning, a former slave, founded it in 1871. County records show a one-teacher school there in 1896 that served sixty-one Black students, and the Willow Grove school was integrated with the Speegleville schools in 1962; Midway ISD lists Speegleville among the communities it includes.
For decades the settlement stayed small, with population estimates of fifty from the 1960s through 1990 and 100 by 2000. The census-designated place drawn around it now covers 5.164 square miles of land, where the 2020 Census counted 2,082 residents and 894 housing units, 827 of them occupied.
The association describes McLennan County as flat to rolling terrain, 400 to 850 feet above sea level, lying partly in the Grand Prairie and partly in the Blackland Prairie. We found no soil description for Willow Grove itself, so every job here starts with a look at the site.
Because Willow Grove is unincorporated, its building rules come from McLennan County, which "does not have inspection authority or responsibility and can not charge fees". Instead, its order for new homes, and for improvements that add more than 50 percent to a home's size or value, has the builder obtain three inspections during construction. Our research didn't settle whether the extraterritorial jurisdiction of Waco or Woodway reaches into any corner of Willow Grove; for a particular lot, that is a question for the County Engineer's Office.
Next door, the rules depend on the place. Woodway, which sits between State Highway 6 and U.S. Highway 84 next to Waco's southwestern city limits, is a city whose permit list includes "All concrete work such as drives, sidewalks, porches, patios, etc."; our Woodway concrete services page covers it. China Spring, on Farm Road 1637 twelve miles northwest of Waco, is unincorporated as well and falls under the same county rule; see concrete in China Spring.
