A small General Law city east of Waco
By the Texas State Historical Association's reckoning, Hallsburg lies eleven miles east-southeast of Waco, on Farm Road 3222, in the eastern part of McLennan County. The town takes its name from W. E. Hall, a Waco doctor who bought more than 2,000 acres west of Mart in the 1880s and gave land for a townsite, and the International-Great Northern Railroad came through in 1902 with its Marlin–Waco track.
That rail line's Mart–Wardlaw section was abandoned in 1968, the year Tradinghouse Creek Reservoir was completed; the reservoir's recreation drew visitors and new residents. The Census Bureau estimates 455 people in Hallsburg on July 1, 2025, and the 2020 Census counted 419.
Rules for work inside the city
Residents voted to incorporate in the late 1970s, the association says, while the Texas Municipal League's directory gives 1973 as the year of incorporation and General Law Type B as the form of government. Our research turned up no City website and no published permit page, fee list or adopted code for driveways, slabs or other flatwork. That tells you nothing either way about permits, so check with the City before forms are set.
One rule does come from the state: Section 214.212 of the Local Government Code adopts the IRC "as it existed on May 1, 2012" for residential construction and repair in Texas cities, and a city may amend it only after a public hearing and by ordinance. McLennan County's building order is written for unincorporated areas, so it doesn't govern lots inside the city limits.
Ground on the county's eastern side
For the county's eastern half, the association's words are "generally low rolling to flat, with black, waxy soils made up of clay and sand loams". Our sources stop at the county level for Hallsburg's soil, so the ground under each job gets checked at the estimate.
Riesel, where Farm Road 1860 crosses State Highway 6 fourteen miles southeast of Waco, publishes a five-step process for anyone planning to build; see concrete work in Riesel. Bellmead, on State Highway 31 and two miles northeast of Waco, lists a $75 residential Concrete Flatwork permit in its Master Fee Schedule, and Bellmead's concrete page has the rest of its rules.
