Railroad shops, an air field and a permit office
The Texas State Historical Association puts Bellmead on State Highway 31, two miles northeast of Waco in east central McLennan County. It began as two farms owned by the Hogan and Ashleman families, who had their land surveyed and started selling lots, and it grew in the mid-1920s once the Missouri, Kansas and Texas Railroad chose the site for its locomotive shops, where several hundred people worked. The first school took its name from Belle Meade Farms, a Tennessee horse farm, and area schools were consolidated into the La Vega Independent School District in 1927.
Waco Army Air Field, later James Connally Air Force Base, opened just northeast of town in 1942. After the base closed in 1965, Texas A&M University set up the James Connally Technical Institute there, later Texas State Technical Institute. Residents voted to incorporate in 1939, but the incorporation was dissolved for lack of water, sewerage and fire services, and the community reincorporated in 1954. The Census Bureau estimates 10,592 residents on July 1, 2025, and the 2020 Census counted 3,925 housing units.
The City's park list includes Lions Park, 10 acres at Parrish and Barlow Street with 5 ball fields and a covered pavilion, and Brame Park, 4 acres at Oakgrove Street and Hogan Lane, given to the citizens of Bellmead by Mrs. O. N. Brame on December 23, 1963. For the eastern part of the county, the association describes land that is "generally low rolling to flat, with black, waxy soils made up of clay and sand loams".
Permits inside the city limits are the City of Bellmead's. Its Community Development office is at 3015 Bellmead Drive, and an application moves through a nine-step process with zoning review and building code compliance review, plus site layout, fire and public works review where they apply. Each service page below covers the fee lines that touch its job.
To the north, Lacy-Lakeview sits on Interstate 35 five miles from Waco, and its City lists driveways and sidewalks among the projects that need permits; see concrete services in Lacy-Lakeview. Hallsburg, on Farm Road 3222, sits eleven miles east-southeast of Waco, where Tradinghouse Creek Reservoir, finished in 1968, drew visitors and new residents; our Hallsburg page covers work in that town.
