A Hill County city that moved to the railroad

According to the Texas State Historical Association, Mount Calm lies on State Highway 31 and Farm Road 339, twenty-five miles south of Hillsboro in extreme south central Hill County, and probably took its name from a French blacksmith named Mountcalm. An estimated fifty families settled a mile south of today's site in the early 1850s, "attracted by the rich soils of the Blackland Prairie." Then in 1881 the Texas and St. Louis Railway laid its line within a mile of the village, and by the next year the businesses and most of the residents had moved north beside the tracks. Residents voted to incorporate in February 1900.

The 2020 Census counted 282 residents and 129 housing units, 102 of them occupied, on 0.823 square miles of land; the Census Bureau estimates 336 for July 1, 2025. In its 2020–2024 survey, about half of the town's housing units are mobile homes, a figure with very wide margins.

Who sets the rules

In the Texas Municipal League's directory, Mount Calm appears as a General Law city with no city website, and we found no permit page, fee schedule or adopted code published by the City. Finding none online doesn't prove there are none, so check with the City before forms are set; we ask too when we price a job. Hill County's rules, such as its 2025 driveway culvert policy, reach the unincorporated county and its cities' extraterritorial jurisdiction: the land around Mount Calm, not inside its limits.

The ground at the centre point

Where the Census Bureau puts the city's centre, the Hill County soil survey maps Wilson clay loam on 1 to 3 percent slopes, a soil NRCS flags for high shrink-swell. That's one spot on the map, and lots differ, so the ground gets checked at every estimate.

Abbott, the Katy railroad town of 1881 half a mile east of Interstate 35, has Abbott's concrete services; Mart, eighteen miles east of Waco along State Highway 164, has concrete work in Mart.
