The city, its ground and its permit office

The Texas State Historical Association places Hewitt at the crossing of Farm Roads 2063 and 1695, eight miles southwest of Waco in south central McLennan County. The town dates from 1882, when the Missouri, Kansas and Texas Railroad laid the stretch of track from Hillsboro to Taylor, and it carries the name of railroad director George A. Hewitt. Residents voted to incorporate in 1960. The Census Bureau puts the population at 16,754 as of July 1, 2025, against an April 2020 estimates base of 16,031.

Growth runs past the city line. The City's 2021 financial report counted several hundred residential lots in development just outside the limits, lots whose residents will live in Waco, and it described the rebuilding of Ritchie Road as a project begun in partnership by Hewitt, Waco and McLennan County. Near the edge of town, confirm which city a lot sits in before planning permits, because each city sets its own rules.

The ground varies across the county. The association describes McLennan County as flat to rolling land, partly Grand Prairie and partly Blackland Prairie, with shallow, stony soils on its western side and, to the east, black, waxy clay and sand loam soils.

Work inside the city answers to Hewitt's own Building Department, at 103 N Hewitt Drive, Suite E, open Monday to Friday from 8 a.m. to 5 p.m. Permits can be applied for on the City's GovWell portal or in person.

Midway ISD, a 6A district with eight elementary schools, two middle schools and a high school, takes in Hewitt, Woodway, west Waco and Speegleville; our Woodway concrete page covers that city's separate permit list. Robinson, on State Highway 77 six miles south of Waco, runs a permits office of its own, and concrete services in Robinson has those details.
