The city's roads, ground and permit rules

The Texas State Historical Association places Woodway in west central McLennan County, between U.S. 84 and State Highway 6, adjacent to Waco's southwestern city limits. It started as a small community on U.S. 84 in the late 1940s and early 1950s, then grew so quickly that residents voted in 1955 to incorporate as Woodway Village, to keep up with demand for street building. It became the city of Woodway in 1973. The City's own history reaches further back, to a founding shortly after the Civil War, in 1865, by a war veteran named Burl Kendrick. The Census Bureau estimates 9,753 residents as of July 1, 2025.

The City's pages describe the 16-acre Carleen Bright Arboretum at 9001 Bosque Blvd, and Whitehall Park on Santa Fe Drive, where Whitehall Church was built in 1877.

For the ground, the association says "The land in the western section of the county has varied terrain surfaced by shallow, stony soils", while the eastern section has "black, waxy soils made up of clay and sand loams". That county-wide picture doesn't say which soil lies under a given Woodway lot, so each job's ground is looked at on site.

The City of Woodway requires permits for "All concrete work such as drives, sidewalks, porches, patios, etc.", and its list also takes in swimming pools, accessory buildings and patio covers. Permits are handled by the Inspections & Planning Division of Community Services & Development, at 924 Estates Drive.

Two other cities near Waco run permit offices of their own. Beverly Hills, on State Highway 6 four miles south of downtown Waco, handles permits at City Hall on Memorial Drive; see concrete work in Beverly Hills. Hewitt has its own Building Department, and its Master Fee Schedule lists a Flat Work Permit; Hewitt's concrete services cover that city.
