From two interurban stops to one city

The Texas State Historical Association puts Lacy-Lakeview five miles north of Waco in north central McLennan County, on land granted in 1843 to Sarah Ann Walker for her husband Jacob Walker's service at the Alamo. William David Lacy, who sold farm lots there in the early 1880s, gave Lacy its name, and from 1912 the town was a stop on the Texas Electric Railway, the interurban running between Dallas and Waco. Lakeview, another interurban stop, was named for some small spring-fed lakes close by. The two communities formed a common city government in 1953, electing Frank Mosley mayor, and grew into a suburb whose economy depended almost completely on Waco's.

The Census Bureau estimates 7,240 residents as of July 1, 2025, and the 2020 Census counted 3,060 housing units, 2,792 of them occupied. Connally ISD, a preschool-through-12th-grade 4A district at 200 Cadet Way, serves Lacy Lakeview and Waco as well as Elm Mott, Chalk Bluff and Gholson; see concrete work in Gholson for that community.

The soil survey and the City's permit list

McLennan County's 1992 soil survey listed Lacy-Lakeview with Woodway, Hewitt, Robinson, Beverly Hills, Bellmead and Northcrest as the cities around Waco inside its five-mile extraterritorial jurisdiction, and the same survey flags the deep clays of the Waco urban area for their high shrink-swell potential. Bellmead, another city on that 1992 list, has its own page for concrete services in Bellmead.

The City of Lacy Lakeview publishes a list of projects that require permits. It names driveways and sidewalks, foundations, retaining walls, patio covers, and parking, temporary parking included, and the City notes that the list is not all-inclusive.
