A small city with Waco all around it
The Texas State Historical Association describes Beverly Hills as an incorporated town four miles south of downtown Waco, in south central McLennan County, whose community of 237 had voted to incorporate by the early 1940s. The Texas Municipal League lists it as a General Law Type A city, incorporated in 1939. Waco eventually grew all the way around it, so Beverly Hills can't expand its boundaries, and it depends on Waco for its water and sewage.
It is compact: 0.658 square miles of land and no water area in the Census Bureau's 2025 Gazetteer, with an estimated 1,835 residents on July 1, 2025, against an April 2020 base of 1,873. The 2020 Census counted 736 housing units, 622 occupied and 114 vacant. For schools, the City's own page points families to Waco ISD campuses such as Alta Vista Elementary, Kendrick Elementary, Cesar Chavez Middle School and University High School, and to Baylor University, Texas State Technical College and McLennan Community College nearby.
For the ground, the county's records are the guide. The 2001 county soil survey says most McLennan County soils formed under prairie grass and are dark-colored clays, silty clays or clay loams, and the association describes black, waxy soils of clay and sand loams across the county's eastern section. No soil map of the city itself was found, so each service page treats the ground as something to check on the lot.
Permits, code enforcement and planning are handled at City Hall, 3418 Memorial Drive, open 8:00 to 5:00 on weekdays and closed from noon to 1:00. We found no published City rule on which concrete jobs need a permit, so the service pages suggest asking there before work starts.
Two neighbours have pages of their own. Woodway lies between U.S. Highway 84 and State Highway 6, next to Waco's southwestern city limits, and our concrete work in Woodway page covers it. Robinson takes in 30.629 square miles of land; see Robinson's concrete page.
