A railroad town in northeastern McLennan County

The Smith Land Company and the International-Great Northern Railroad established Leroy in the late 1890s and named it for Leroy Smith, and the Texas State Historical Association lists it among the McLennan County towns that came with the railroads. The 2020 Census found 354 residents and 141 housing units, 131 of them occupied, on 1.847 square miles of land. The Census Bureau's estimate for July 1, 2025 is 361.

Who to ask about permits

Residents voted to incorporate in 1974. Leroy appears in the Texas Municipal League's directory as a General Law Type B city, with council meetings on the second Tuesday at 6:30 p.m. We found no City website, no permit page and no fee schedule, and no record of which building code, if any, the City applies to drives, slabs or flatwork. Nothing published is not the same as no rule, so ask the City before any forms are set.

The soil at the town's centre point

At the spot the Census Bureau uses as Leroy's centre, the county soil survey maps Branyon clay on 0 to 1 percent slopes. In the survey's ratings that clay is "Very limited" for concrete driveways and sidewalks, with high shrink-swell the reason given, and "Very limited" again for houses on a concrete slab. One point is not every lot, so the soil gets its own look at each estimate.

Leroy's school was folded into the West Independent School District in 1948, and West ISD still names Leroy, Tours, Gerald and Ross among the communities it serves around West, the Interstate 35 city with a concrete page of its own. Ross, on Farm Road 3149 north of Waco, is covered under Ross's concrete services.
