A small city on Farm Road 3149
The Texas State Historical Association puts Ross on Farm Road 3149, eleven miles north of Waco in northern McLennan County. It started as a stop on the Houston and Texas Central Railway in the early 1870s, when the company carried its track north from Waco, and it got a boost in the 1960s when U.S. Highway 81 was rebuilt as Interstate 35.
The Census Bureau estimates 197 residents on July 1, 2025, counted from an April 2020 estimates base of 195; the 2020 Census itself recorded 245. West ISD absorbed the Ross school district in 1976 and still names Ross among the communities it serves.
Who sets the rules for a pour
By the association's account, residents had voted to incorporate by 1980; the Texas Municipal League lists Ross as a General Law Type A city incorporated in 1974. Our research found no City of Ross website, and no permit page, fee list or adopted building code for driveways, slabs or other flatwork. That gap is in what is published; it doesn't mean no permit is needed, so check with the City before anything is formed.
State law covers part of it: Texas Local Government Code Section 214.212 names the May 1, 2012 version of the International Residential Code as the residential building code for Texas cities, and a local amendment takes a public hearing and an ordinance.
The ground
No soil sample from Ross itself turned up in our sources. Across the county, the 2001 soil survey describes mostly dark clays, silty clays and clay loams formed under prairie grass, so the soil on a given lot gets a look at the estimate.
Gholson, where FM 933 meets FM 1858 twelve miles northwest of Waco, wants a plat of survey attached to applications for new structures and for alterations such as decks, pools and sheds; see concrete work in Gholson. Leroy, at Farm Roads 308 and 2311 fourteen miles northeast of downtown Waco, shares West ISD with Ross, and Leroy's concrete services have a page of their own.
