From a Bosque River mill to a two-county city

The Texas State Historical Association traces the name to a flour mill that Dr. E. P. Booth and Asbury Stegall set up on the banks of the Bosque River in 1867. The Gulf, Colorado and Santa Fe Railway laid its tracks a mile south of the settlement in 1881, and on February 27, 1882 a cyclone destroyed much of the new townsite. Those who stayed moved across the river and rebuilt, and by the end of that year the new site reached into McLennan County. Dairy farming and stock raising were the principal industries.

The city sits on State Highway 6, eleven miles south of Clifton in southwestern Bosque County and twenty-four miles north of Waco by road. Its 1.217 square miles of land held 519 housing units in the 2020 Census. The association gives 1,085 residents for 1990 and 1,123 for 2000; the Census Bureau's July 1, 2025 estimate is 1,293, of whom 1,266 live in the Bosque County part and 27 in the McLennan County part.

The association describes Bosque County's land as mostly well-drained soil over limestone, so the ground under each job is looked at during the estimate.

Permits and City Hall

The City of Valley Mills posts a Building Permit Application & Fees item on its Forms & Permits page. The document opens in a viewer our research couldn't read, so the work it covers and its fees aren't given here; ask at City Hall before anything is formed. For homes, a Texas statute sets the floor: it makes the International Residential Code, fixed at its May 1, 2012 text, the rule for residential construction, alteration and repair in every Texas city, and any local change to it takes a public hearing and an ordinance.

Neighbours on the same district and the same railway

Valley Mills ISD serves the city, and the Census Bureau's school-district boundaries place Mosheim's Census centre point, 7½ miles west at Farm Roads 217 and 215, inside the same district; see concrete work out at Mosheim. The same railway company laid track two miles west of Crawford in 1881, and that town sits where State Highway 317 meets Farm Road 185 in western McLennan County, with Crawford's concrete services on a page of their own.
